Dr. Suluo holds a PhD in Business Management (Corporate Governance) with a focus on Finance and Accounting from the Open University of Tanzania, and a Master of Business Administration (MBA) in Management from the University of Sheffield, United Kingdom (UK). He also holds a Bachelor of Commerce Degree in Finance from the University of Dar es Salaam. Dr Suluo is professionally qualified in Accountancy [Certified Public Accountant - CPA (T)] and has a registration status as a Fellow Certified Public Accountant (FCPA). Additionally, he has a Certified Director (CiDir 0448) designation from the Institute of Directors in Tanzania (IoDT) and has obtained a Mastery Certificate in Directorship (MIoDT 0448) from the same Institution. Furthermore, he is a Certified Balanced Scorecard Professional (BSCP) by the Balanced Scorecard Institute and The George Washington University College of Professional Studies, United States of America (USA). Moreover, Dr Suluo holds a Diploma in International Public Sector Accounting Standards (Diploma in IPSAS) issued by the National Board of Accountants and Auditors (NBAA). Dr Suluo is a member of the Chartered Management Institute (CMI) of the UK, holding the Associate Chartered Management Institute (ACMI) designation, and a member of the Tanzania Association of Accountants (TAA).

Dr. Suluo has over 30 years of postgraduate experience serving in various positions in public sector entities, including his current role as the Director General and CEO of the Land Transport Regulatory Authority (LATRA). He also served in the position of the Director of Finance and Accounts at the Tanzania Shipping Agencies Corporation (TASAC); the Director of Finance, Human Resource & Administration,  the Director of Corporate Affairs, and the Finance Manager at the then Surface and Marine Transport Regulatory Authority (SUMATRA); Manager Expenditure Accounting, Manager Financial Systems, Quality Manager, Senior Principal Accountant (Financial Systems), Senior Business Analyst, and Business Analyst at the Tanzania Revenue Authority (TRA); and Zone Accounting Systems Analyst, and  Systems Analyst at the Tanzania Electric Supply Company (TANESCO). During his term of service in public sector entities, Dr Suluo was occasionally appointed to be a member of the Government Negotiations Teams (GNT), which facilitated international reputable firms to bring foreign direct investments (FDIs) to Tanzania’s transport sector for socio-economic development.

Apart from his career and employment records, Dr Suluo has served as the non-executive Director on the Board of Directors of the Tanzania Standard (Newspapers) Limited (TSN) and is currently the Board Member for Guaranty Trust Bank (Tanzania) Limited (GTBank). At these Boards, he served as the Audit Committee Chairman of TSN. He currently serving as the Audit Committee Chairman of GTBank. In his current position as Director General and CEO of LATRA, Dr Suluo also serves as the Secretary to the Board of Directors of LATRA.

Dr. Suluo has experience working with reputable international firms, including the Fulcrum Maritime Systems Limited of London, UK, through the Commonwealth Chevening Scholars exchange programme. Generally, Dr. Suluo possesses sound expertise and skills in Governance, Accountancy and Finance, Corporate Services, Management, Procurement, Leadership, and human resources management and administration.
